About the Agency: The New York City Department of Housing Preservation (HPD) promotes quality and affordability in the city's housing, and diversity and strength in the city's neighborhoods because every New Yorker deserves a safe, affordable place to live in a neighborhood they love. - We maintain building and resident safety and health - We create opportunities for New Yorkers through housing affordability - We engage New Yorkers to build and sustain neighborhood strength and diversity. HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams' comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city's history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City's complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Role: The EEO Investigator will work under general to limited supervision and conduct investigations regarding complaints of discrimination and sexual harassment, field request for reasonable accommodations, prepare all required reports in support of the ODEI/EEO, and provide training and education to agency employees of their rights and responsibilities under the Federal, State, City, and Agency EEO policies and Diversity, Equity and Inclusion initiatives. Specifically, as the EEO Investigator, responsibilities will include but not be limited to the following: - Composing investigative plans, which include making decisions about witnesses to interview, outlining interview questions and planning document requests and document acquisition; - Interviewing witnesses to obtain complete and thorough responses to questions; - Writing Investigative Reports and making recommendations to the EEO Officer based on their investigatory findings; - Managing caseload of investigations involving complaints of discrimination, sexual harassment, and retaliation, etc.; - Collaborating with both internal and external partners on investigations; - Assisting in the development and delivery of all classroom and computer based EEO and Diversity, Equity & Inclusion trainings; - Ensuring training materials are routinely updated to reflect any changes in the law; - Conduct other duties as are necessary to comply with EEO regulations, and other internal and external policies.

Required skills: This position requires demonstrable knowledge of federal, state and local employment and disability laws and an understanding of the landscape in New York City with regard to diversity, equity and inclusion. Preferred skills: - Substantive knowledge of Federal, State and Local employment laws - Working knowledge of disability rights issues - Proven ability to communicate, verbally and in writing, with all levels of a diverse workforce - An eagerness to work on a close-knit team - A keen sense of how to engage effectively in tough conversations - Strong interpersonal skills - Experience working independently with minimal oversight - Highest ability to exercise and maintain confidentiality

Minimum Qualifications

  • 1. A baccalaureate degree from accredited college; or 2. A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in one or more of the fields of accounting, auditing, correction administration, criminal justice administration and planning, forensic science, inspection, law enforcement, personnel administration, police science, and security, or in a major operational area of the agency in which the appointment is to be made; or 3. Education and/or experience equivalent to "1" or "2" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
